Regional Monitoring and Evaluation Assistant :
We are looking for a qualified candidate for the position of an M & A assistant to be based in Nampula, for a new initiative funded by PEPFAR (US President's Emergency Plan for HIV / AIDS reduction) through USAID of the United States for International Development) for the implementation of a project targeting key populations, namely : sex workers, men who have sex with men (MSM), injecting drug users, and prisoners as well as groups including TS clients, regular TS and MSM partners (male or female), children of TS, girls between the ages of 10-24 who are at risk of engaging in commercial or transactional sex Under the leadership of FHI 360 in partnership with local partners implementation.
This initiative will develop a range of activities to reduce levels of HIV and AIDS transmission among key populations, as well as increase their access and retention to health care.
Main functions :
Collaborate with the M & E Adviser / M & E technical officers and the Project Director in the development of the Monitoring and Evaluation Plan (MAP), as well as the implementation of a monitoring system for the partners located in Zambezia, Nampula, Niassa and Cabo Slim, aligned with the objectives and results of the Program.
Support the Senior M & E / M & E Technical Adviser in the development and integration of data collection tools involving local partners located in Zambezia, Nampula, Cabo delgado and Niassa.
Under the supervision of the supervisor, ensure the programmatic mapping and estimation of the target population, providing technical assistance to partner institutions of the Mozambican government, in capturing the methodology.
Introduce the use of Micro-plan as a planning tool for results.
Lead the training of implementing partners and other partners on the data collection system and tools.
Provide support in data collection, verification, analysis, improvement and writing of reports.
Facilitate IP capacity building in the use, analysis and management of data to improve program implementation.
Participate in the organization and leadership of all quarterly and semi-annual meetings at the provincial level for planning and balancing, promoting the sharing of successful experiences and lessons learned in the field of M & E.
Assist in the preparation of the Quarterly, Semi-Annual and Annual Progress Report, ensuring that these are of quality and presented in a timely manner.
Support the Project Manager in the implementation of the annual work plan.
Ensure that the technical team and implementation partners understand the definition and purpose of the indicators agreed upon by USAID and promote the use and review of the data by local partners and the target population.
In collaboration with partners and government institutions, promote the improvement of the M & E system, in the provinces of Zambézia, Nampula, Cabo Delgado and Niassa.
Assist partners in developing presentations, abstracts, articles, etc. to capture lessons learned and best practices, document and disseminate project results.
Participate in research initiatives selected by the Central Office.
Attend meetings with US and other partners.
Availability to travel up to 25% of the year.
Specific Requirements :
Degree in Social Sciences, public health, statistics or other relevant area with 3-5 years of experience;
3 to 5 years of experience working with civil society organizations, and in the area of M & E, especially in health / HIV / AIDS programs with PEPFAR funds;
Experience in providing training / technical assistance to CBOs;
Domain Microsoft Office Excel, Access, Word, Outlook, SPSS, STATA, or other quantitative data analysis package;
Experience in designing and implementing M & E systems and working with key population groups and priority groups.
Fluency in Portuguese and knowledge of English.
