Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies.

Organizational Context

  • The Secretariat’s headquarters is organized into four main Business Groups in Geneva, and five Business Groups in the field, namely;
  • Americas (Panama City); Africa (Nairobi); Asia / Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut).

    The Africa Regional Office is organized in Country Cluster Support Teams (CCST) covering the National Societies in Eastern Africa, Indian Ocean Islands and Djibouti, Southern Africa, West Coast, Sahel and Central Africa as well as Country Offices in Sudan, Republic of South Sudan, Somalia, Democratic Republic of Congo, Sierra Leone, Niger and Central Africa.

    The Southern Africa Country Cluster office supports 9 South Africa, Malawi, Mozambique, Eswatini, Lesotho, Botswana, Zambia, Namibia and Zimbabwe.

    Mozambique was hit by two category 4 tropical cyclones (Idai and Kenneth) in one season. Mozambique National Disaster Management Institute (INGC) indicated that 1.

    5 million people were affected, including more than 140,000 people displaced many sheltered across 139 evacuation centres, spontaneous settings and makeshift shelters at peak emergency moment.

    Some 603 people have been confirmed dead as a result of the cyclone, according to the most recent reports issued by INGC.

    At the same time, more than 1,600 people were injured, and more than 230,000 houses were damaged and destroyed. Tropical Cyclone Idai has also affected Mozambique’s food security and livelihoods in the long term, due to extensive damage to standing crops immediately before the harvest season due in the months of March-April as well as loss of seeds and tools .

    The entire southern Africa region has been facing the effects of the ongoing El Niño with below-average cumulative rainfall and abnormally high temperatures for the 2018 / 19 season.

    The whole southern Africa region has suffered from sustained drought in recent years. Nearly one month later, cyclone Kenneth has hit Northern Mozambique’s coastal province of Cabo Delgado.

    The cyclone Kenneth has left destructions of houses, standing crops and key installations. The assessment report indicates that over 37,000 houses either have been damaged or destroyed.

    IFRC has revised Emergency Appeal to assist households affected by cyclone Kenneth. IFRC has launched an Emergency Appeal on 19 March for CHF 31 million which was revised on 06 May for CHF 32 million to assist 172,500 people affected by cyclones Idain and Kenneth for 24 months.

    The Emergency Appeal operation focuses on shelter, livelihoods and basic needs, health, WATSAN, protection, gender and Inclusion and Disaster Risk Reduction and national society capacity strengthening in emergency.

    Job Purpose

    Reporting to the Operations Manager, the Senior Officer, PMER will :

  • Work closely with the operation team to ensure the efficient and effective delivery of reporting related to the Cyclone Idai and Kenneth operation in Mozambique;
  • Ensure the necessary monitoring and reporting to management and stakeholders on the operation’s activities;
  • Collaborate with NS counterparts to strengthen the planning, monitoring, evaluation and reporting capacity of the NS through on-the-job training, workshops;
  • Ensure the organizing, analysing and consolidating monthly programs progress reports and in carrying out monitoring and evaluation activities that are intended to improve and promote the works of the Mozambican Red Cross;
  • Support production of project documents and contribute to proposal writing.
  • Job Duties and Responsibilities

    Planning :

    Facilitate the CCST planning processes by drafting the Development Operational Plan

    Monitoring :

  • Develop and maintain a DOP monitoring tool which allows tracking of performance of indicators, risks, challenges and opportunities for better planning and performance, and lead the drafting of the DORs (Development Operational Reports) as required by ARO, with high quality and in a timely fashion;
  • Ensure monitoring follow-up for reporting : track submissions of reports due and follow-up late submissions, etc;
  • Ensure that progress on the indicator tracking table (ITT) of the CCST are regularly updated with accurate and reliable data and sources of verification are collected for projects and operations;
  • The Senior Officer, PMER is responsible for :
  • A Operations Reporting

  • Produce progress reports working with the NS counterparts and operations team;
  • Assist the head of operations to monitor programs activities and to ensure reporting of relevant and accurate information;
  • Work closely with the operations and field teams, to identify existing monitoring and review mechanisms in the Mozambican RCS’s Plan of Action to ensure that reports incorporate accurate and relevant information;
  • Verify data from field and prepare progress reports for internal and external audiences, including consolidated monthly operational reports for ICRC, IFRC and other stakeholders;
  • Assist with quality checks of activity reports from, field and NRCS reports;
  • Assist the Mozambique RC in managing the internal reporting system
  • B Mozambique RC National Society’s Staffs capacity building on PMER

  • Develop training materials and provide appropriate training for NRCS staff to fulfil their PMER responsibilities;
  • Conduct PMER training for Mozambican RC;
  • Assist in PMER capacity assessment at all levels of the operation.
  • C Facilitate Evaluation, Research Activities and Manage data

  • Assist in the design and carrying out of assessments, evaluation and reviews;
  • Assist in the setting up and management of databases using user friendly database software (Excel, SPSS, STATA, Epi Info);
  • Assist with the set-up of appropriate internal and external reporting systems;
  • Assist in the management of all evaluation internally and externally and support the use of evaluation results within the National Society.
  • D Contribute to Communication and Network activities

  • Collaborate with the National Society and the operation communications unit on information sharing;
  • Liaise with other PMER counterparts for networking and sharing experiences.
  • E Contribute to resource mobilisation activities

  • Assist the proposal writing processes;
  • Provided evidence used in the design of projects.
  • F Other Duties and Tasks

  • Perform any other work related duties and responsibilities that may be assigned by the Head of Country Office; Operation Coordinator or by his technical manager the PMER and PRD Coordinator.
  • Education

  • Relevant university degree in Social Sciences, Programme Management, Project Proposal, Report Writing, M&E Courses;
  • Professional qualification in PMER
  • Experience

  • 05 years related working experience in project management or in humanitarian organization
  • Proficiency in analytical report writing;
  • Significant experience in monitoring large-scale projects, and familiarity with results-based management concepts, reporting and research;
  • Experience in setting up and managing database for program data, designing and conducting research and compiling research reports;
  • Experience of working with RC or National Societies
  • Knowledge, skills and languages

  • Self-supporting in computers,
  • Computer literate (Windows, spreadsheets, word-processing and PowerPoint);
  • Good facilitation and report writing skills;
  • Strong leadership skills including strategic thinking and coordination;
  • Skilled in use of data analysis packages (Excel, SPSS, EPI Info, STATA, etc.);
  • Good data collection and analyse skills to draw conclusions;
  • Skills in training and developing staff capacity.
  • Languages :

  • Fluently spoken and written English and Portuguese;
  • Good command of another IFRC official language (French) or a language relevant in the region or country of assignment.
