Specific responsibilities include, but are not limited to the following :

Management :

  • Support and supervise a team of not less than four program staff, including performance appraisal, monthly planning, coordination meetings, and staff development activities.
  • Lead annual integrated ECD planning exercise and ensure alignment with larger PATH Mozambique project plans.
  • Closely monitor implementation of project plans in collaboration with the ECD Regional Advisor & Provincial Coordinator and support / adjust as needed.
  • Monitor program expenditures in collaboration with Administrators in Mozambique and Seattle; adjust as needed to ensure sound financial management of the program resources.
  • Serve as principal PATH liaison and PPP Manager with USAID and Seattle program leadership.
  • Draft donor reports per donor and PATH requirements.
  • Contribute to PATH maintaining strong and dynamic donor relations.
  • In conjunction with other program staff, cultivate and manage close partnerships and structured linkages with MISAU, DPS, UNICEF, PEPFAR grantees, and other organizations to be identified who share PATH’s commitment to integration of ECD.
  • Develop memorandums of understanding (MOUs) and agreements as required to achieve project objectives with long term strategic and implementation partners.
  • Technical :

  • Lead the development and implementation of a program advocacy strategy targeting critical governmental and nongovernmental stakeholders, focusing on integration of ECD into health system touch-points.
  • Develop and cultivate strong relationships with a range of governmental and nongovernmental stakeholders working in the areas of health, nutrition, ECD, and overall management of health and social service delivery.
  • In conjunction with the program team and partners, organize and lead provincial and national forums and workshops to raise the visibility of PATH’s integrated ECD approach, to coordinate efforts to advance the field, and to ensure consultation on program technical materials.
  • Work closely with the program team and relevant partners to promote the integration of ECD content into pre- and in-service training curricula for agentes polivalentes elementares (APEs), nurses, and other health and community service providers.
  • Ensure quality documentation and dissemination of program results and achievements through a range of internal and external communication channels (both within Mozambique, regionally, and internationally).
  • Work closely with program monitoring and evaluation (M&E) staff in both Mozambique and Seattle to effectively monitor program implementation and measure results.
  • Work closely with other PATH program staff (in Mozambique and USA) to promote consistency of approach, messages, and overall portfolio coherency
  • Required Skills

  • Demonstrated team leadership and supervision capacity.
  • Excellent group facilitation and communication skills.
  • Exceptional written and oral communication skills in both Portuguese and English languages.
  • Proven advocacy and policy-making skills with relevant government ministries and departments (Health; Gender, Children and Social Affairs; and Education).
  • Deep technical understanding of at least one of the following areas : maternal child health, ECD, and nutrition.
  • Demonstrated ability to build relationships with and motivate governmental and nongovernmental stakeholders at all levels of the government.
  • Sound understanding of the structure of the health and social action system and the way in which health and social services are implemented at the facility and community levels.
  • Sophisticated understanding of the broad health and development and donor context in Mozambique is essential.
  • Ability to travel both within and outside of Maputo Province and at short notice. Occasional regional and international travel (up to 20% travel overall).
  • Required Experience

  • Master’s degree or equivalent in public health, medicine, nutrition, early childhood development, or related field, at least 8 years of management experience in areas such as maternal and child health, nutrition, HIV, and / or child development, extensive experience working with or for the government’s health or social action system at various levels, experience managing US government-funded projects;
  • understanding of other donor systems and requirements a plus.

  • You must currently have legal authorization to work in Mozambique.
