Opportunity

  • Abt Associates seeks a qualified Project Assistant 6 / District Coordinator to support the International Health Department in Mozambique.
  • The USAID-funded PMI Africa Indoor Residual Spraying 2 Task Order 6 (AIRS2 TO6) supports the President’s Malaria Initiative (PMI), as well as USAID Missions and Bureaus with malaria programs outside the PMI focus countries, in planning and implementing IRS programs with the overall goal of reducing the burden of malaria in Africa.
  • This Task Order will enhance USAID’s ability to implement IRS programs on the ground through cost-effective commodities procurement and logistics systems, access to technical expertise, and implementation of IRS in countries affected by malaria.
  • Under the supervision of the Operations Manager, the District Coordinator focuses on programmatic and management oversight for all aspects of the project’s spray operations in an assigned IRS target District, (namely Quelimane, Mocuba, Derre, Morrumbala, Milange and Molumbo Districts), including campaign planning, technical assistance and training, logistical and operational support and supervision, and activity tracking and reporting.
  • S / he will coordinate closely with government counterparts, and oversee the activities of project field staff and seasonal spray teams.
  • Key Roles and Responsibilities

  • Provide overall oversight, leadership, and management of AIRS Moz program activities at district level.
  • Responsible for managing district level program activities, including planning, coordination, training, and spray campaign in collaboration with the Operations Manager and designated representatives within the district, MOH officials and other partners.
  • Responsible for annual spray campaign planning efforts, including quantification of insecticides, equipment and materials needs;
  • recruitment, selection and contracting of seasonal personnel in partnership with the District Health Directorates; logistical planning for IRS distribution and transportation;
  • insecticide and equipment storage, security and environmental safety; and coordination with district level MOH counterparts.

  • Handles all administrative operations for the district office, including day to day running of the office.
  • Lead efforts in setting up activities at the district level; ensure timely implementation and smooth operation of program activities within district;
  • Provide oversight on property management and inventory control activities at the district in compliance with USAID requirements and Abt Associates procedures and policies.
  • Work closely with the Chief of Party (COP) in strengthening; environmental compliance procedures and monitoring of IRS activities at district level;
  • At district level, oversee financial management and procurement systems, IEC campaign, environmental monitoring and compliance, data collection and compilation, and analysis of IRS program activities;
  • Collaborate with Chief of Party in managing training programs for IRS spray supervisors, operators, and IEC implementers at district level;
  • Ensure that the project is in compliance with US government and USAID contractual and regulatory obligations.
  • Provides oversight for recruitment, training, and supervision of Monitors, Pump Repairers, Spray Teams and IRS Spray Operators.
  • Supervises and tracks inventory distribution and storage of materials, and works with the Logistics & Procurement Officer to procure IRS materials.
  • Coordinates field-based staff, IRS implementation, and training programs.
  • Supervises routine program tracking and reporting activities.
  • Supervises monitoring and data collection with project M&E team.
  • Ensures report writing and disseminates IRS information / results to stakeholders.
  • Ensures financial and administrative systems are functioning at the district level in compliance with Abt’s procedures and the donor’s requirements
  • Ensures the link between the district and AIRS 2 Project Offices in Maputo and Quelimane.
  • Performs other tasks assigned by the supervisor.
  • The position is based at District level and requires frequent travel to field sites to support Health Area operations and activities.
  • Preferred Skills / Prerequisites

  • High School (AS or BA desirable) plus 2 years of experience in relevant health sector field, such as Public Health, Community Health, Entomology, Environment, or a development field (desirable).
  • At least three (3) years of relevant professional work experience with significant amounts of experience directly in IRS Operations.
  • Experience in regulatory and operational aspects of insecticide use and management.
  • Demonstrated ability to work with a minimum of direction and supervision.
  • Demonstrated ability to work both as a member of a team as a team leader, with the ability to accept the inputs of other team members.
  • Strong management and planning skills of project tasks and budgets.
  • Demonstrates leadership and team work and produces high quality work in a timely, cost effective manner and has excellent writing skills.
  • Experience in working with districts and communities.
  • Excellent organizational, interpersonal communication and computer skills.
  • Experience with USAID and donor projects is highly desirable.
