Child Safeguarding :

Level 3 the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

Role purpose :

Under the supervision and with technical support from the Child Protection Manager, the post holder will supervise efficient and effective delivery of day-to-day child protection activities at field level including implementation and monitoring of Case Management (CM), Child Friendly Space (CFS), family tracing and reunification (FTR), and community-based child protection networks (CBCPNs).

He / she will strive to uphold child protection best practices and compliance to humanitarian standards and SCI Quality Framework at all times and to inform the community and local authorities of appropriate measures to ensure the best interests of the child.

Scope of role :

  • Report to : Child Protection Program Manager.
  • Direct : Child Protection Program Manager.
  • Indirect : Field Manager, Child Protection Technical Advisor
  • Personnel reporting directly to this post : Case workers.
  • Budget Responsibilities : No

    Key Deliverables include :

  • Work closely with the Child Protection Programmer Manager and to ensure the quality implementation of Child Protection activities in the field;
  • Lead on CM and FTR activities in a designated field site, with support from CM and FTR volunteers, including coordinating and sharing data with other field sites;
  • Support recruitment and training of community CFS and CM volunteers to facilitate recreational and CFS activities;
  • Support the formation and activities of Child Protection Networks, including training CPNs on how awareness raising of key child protection issues in their communities and signposting children to available services;
  • Assess the child protection issues / needs in the field within SCI or other agency programmers;
  • Monitor and assess the implementation of the program, ensuring that CM volunteers are using the CPIMS forms consistently, and the CFS volunteers are able to provide quality recreational activities for the children;
  • Ensure quality and timely documentation and follow up of referred cases;
  • Ensure all data from the FTR, CM and the CFS components are kept confidential and shared with the CP Management team daily;
  • Identify and mobilize groups of children and adolescences to participate in the recreational activities, also to identify cases of children vulnerable to child protection issues;
  • Act as a role model for volunteers and provide them with regular thematic support;
  • Prepare weekly activity plans with volunteers and staff as necessary and ensure smooth implementation of these plans;
  • Representation of Save the Children as necessary at field site level community meetings;
  • Work with cultural sensitivity and respect the dignity of communities we are working with at all times;
  • Perform other functions relative to Child Protection activities and initiatives that may be assigned by Line Manager;
  • Assist in the identification and procurement of materials for field activities including support to partners

  • Promote the rights of the child by contributing to their welfare and protection in times of emergencies, guided by humanitarian principles and the code of conduct;
  • During emergencies, you should act to facilitate SCI’s emergency response process by prioritizing all actions under your responsibility in the areas of finance, logistics, programs and services;
  • Be prepared to support SCIMOZ interventions in response to emergencies and can move anywhere in the country.

  • Ensure that program staff are providing all beneficiaries with ongoing and age-appropriate oral or written information in relevant languages about the Child Salvation Policy and Code of Conduct.
  • Ensure that children’s activities are safe for children and that all steps are taken to ensure their meaningful and safe participation

    Qualifications and experience

  • University degree in social sciences or relevant experience in social work, community development and working with children in Child Protection programmes.
  • Essential

  • 3 years sectoral experience;
  • Good English oral and written communication skills;
  • Portuguese, fluent in a local language (Maconde, Makua, Kimwani or other relevant in Cabo Delgado province);
  • Experience in community facilitation and mobilisation;
  • Good understanding of community politics and traditional networks in Cabo Delgado Province;
  • Excellent technical understanding of child protection and community based approached;
  • Computer knowledge;
  • Strong interpersonal and communication skills;
  • Be able to prioritize tasks;
  • Flexibility and ability to work independently and in a team;
  • Able to work to tight deadlines and under pressure;
  • Able to operate in extremely harsh living and working environment;
  • Gender awareness and sensitivity;
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
  • Desirable

  • Work experience with children and families, especially knowledge of child rights and participation
  • Experience in capacity building
  • Previous NGO experience, including an understanding of the neutral status of an international NGO
  • Background knowledge in child / youth protection, education, child rights and emergencies
  • Knowledge and experience in case management, family tracing and reunification, and community child protection mechanisms.
